Last month the PLUM (Planning and Land Use Management) committee passed Los Angeles’ revised Mural Ordinance. The new ordinance was supported by many prominent LA-based mural artists despite lingering discussion over specifics. Significantly, the ordinance will distinguish between commercial signage and art murals. This is a marked step toward ending the over-10-year ban on art murals within the city. Previous to this most recent hearing, the ordinance had been heard by the City Planning Commission (CPC) on both July 12 and October 10th of last year, and was approved with some modifications during the latter hearing. Of these modifications, the approval of digitally printed murals as well as compensation to property owners and/or artists were actively sought by the arts community. Murals continue to be banned only on single-family residences and murals must continue to comply with billboard lighting and zoning regulations although the housing unit requirement has gone down from 5 units to 2. Dissatisfaction continues to brew among artists and officials about using terminology such as art in legislation as well as the definition of digital murals as fine art. A discussion of murals on private residences was tabled at the last hearing in the interest of moving forward but the issue continues to be on the minds of officials.
The January 4th version of the Mural Ordinance can be accessed here.

As of January 15th the PLUM committee agreed to the ordinance as written. The next step is to bring the issue before the City Council and then to the Mayor’s office.

KCET’s Ed Fuentes has been following the story, his latest article can be found through their web site.

Additional information from the point of view of mural artists can be found on the SPARC website as well.

Although not under the jurisdiction of the City of LA, we at ICA have long supported public art and are plotting our own mural project hopefully to be initiated with community support in the next year!
